About this opportunity

Gwinnett County is soliciting competitive sealed bids for an annual contract to provide inspection, cleaning, and repair services for underground detention systems at seven specific park locations, including E.E. Robinson Park, J.B. Williams Park, Peachtree Ridge Park, and others. The procurement (BL052-25) is being managed by the Gwinnett County Board of Commissioners for the Department of Parks and Recreation, with an initial contract term and four potential one-year renewal options. Contractors must provide highly specialized personnel, including a National Association of Sewer Service Companies (NASSCO) Pipeline Assessment and Certification Program (PACP) certified technician and a Certified Industrial Hygienist for confined space entry plans. The bid requires comprehensive services involving annual video-documented inspections, condition assessments, and repair recommendations for underground detention systems. Bid submissions are due by May 6, 2025, at 2:50 P.M. local time, with a public bid opening scheduled for 3:00 P.M., and contractors must be prepared to provide all necessary labor, materials, and equipment to complete the specified services.

The solicitation includes specific restrictions regarding vendor eligibility, explicitly stating that firms currently on the Gwinnett County ineligible source list will not be considered for the contract. While no specific set-aside designations for disadvantaged enterprises are mentioned in the documentation, the bid schedule includes detailed pricing requirements with flat-rate fees for annual inspections at each location and hourly rates for cleaning and repair services. Pricing must remain firm for the initial contract term, with potential percentage increases negotiated for subsequent renewal options. The comprehensive bid requires contractors to demonstrate significant technical capabilities, environmental compliance, and stringent site safety protocols. Though a specific contract value is not explicitly stated, the scope of work covering seven park locations and the potential for four additional renewal years suggests a potentially substantial multi-year contract opportunity for qualified environmental and infrastructure maintenance contractors.
