About this opportunity

The Tennessee Department of Military, acting as an agent of the Tennessee Army National Guard, is requesting bids on a bird survey contract covering training sites at Smyrna, Tennessee and Catoosa, Georgia under ITB Event 34101-14018, with bids due October 1, 2026 at 2:00 p.m. CDT and written questions due September 24, 2026 at 2:00 p.m. CST. This is a single-award, lowest-cost-to-responsive-and-responsible-bidder procurement with a fixed maximum liability cap of $90,000 for all goods, services, labor, equipment, and permits across the entire contract term.

The scope requires a comprehensive 24-month avian survey identifying all bird species utilizing both sites across all seasons, with particular focus on neotropical migrants, migratory waterfowl, and federally or state-listed threatened, endangered, or rare species. The Catoosa site spans approximately 1,628 acres in Catoosa County, Georgia; the Smyrna site spans 858 acres in Rutherford County, Tennessee. Deliverables include a start-up meeting within 1 month of Notice to Proceed, an approved Project Work Plan within 3 months, monthly progress reports, draft reports at 20 months, and final reports at 24 months with GIS mapping, species lists organized by habitat type, management recommendations, and supporting raw data in editable digital formats compatible with TNARNG GIS systems. The contractor must conduct surveys scientifically comparable to the 2020 baseline survey and provide archival specimens housed at local institutions. The state retains an option to extend the contract term an additional 180 days under the same terms.

Contractors must register with the Tennessee Supplier Portal prior to contract issuance, comply with Tennessee licensing and Department of Revenue registration requirements, obtain all necessary federal and state permits, maintain multiple insurance coverages with the State named as an additional insured, and certify non-debarment and Iran Divestment Act compliance. Site visits are strongly encouraged; no allowances will be made for errors from failure to visit. Pricing must be fixed for the contract term with no allowances for travel time, expenses, or meals. Amendment #1, effective September 22, 2026, attached the 2020 survey report to the bid packet. The contract is subject to appropriation and state or federal fund availability.
