About this opportunity
The Colorado Department of Public Safety, through the Colorado Bureau of Investigation (CBI), issued an Invitation for Bid (IFB160261) for Biometric Identity Solutions on behalf of Jefferson County. The procurement seeks to establish fixed-price agreements with one or more vendors for Live-Scan (10 print) devices and related hardware, software, and services for a three-year period from July 1, 2016 through June 30, 2019, with CBI holding the discretionary option to extend for two additional one-year periods subject to budget availability. Deliverables include Live-Scan devices, peripherals such as scanners, cameras, printers, and specialized lighting, software compliant with CBI's Interface Control Document version 4.0 and national standards, and comprehensive implementation, training, and ongoing support services. All systems must interface with the Morpho Biometric Identification System (MBIS) database, which contains latent fingerprints, palm prints, mug shots, scars, tattoos, and demographic data. Eligible vendors must possess FBI NGI Certified products and CBI device certification by June 1, 2016, or they will be automatically disqualified if they fail to obtain CBI certification by April 30, 2016. Vendor inquiries were due by 5:00 PM MT on March 21, 2016, with bid responses due by Monday, March 28, 2016 at 2:00 PM MT, and contract award was estimated for May 16, 2016. Evaluation criteria include price competitiveness, past vendor performance, implementation experience, equipment quality, customer service capabilities, support and repair services, and delivery timeframes, with preference accorded to Colorado-based companies meeting all award requirements.
No specific set-aside designations or disadvantaged enterprise restrictions are mandated; however, Service Disabled Veteran Owned Small Business (SDVOSB) status is optional and vendors will not be penalized for declining to utilize subcontractors or pursue SDVOSB participation. All bid responses must be submitted FOB destination with new equipment only, and prices must remain binding throughout the entire award duration. Vendors are required to ensure that any personnel working on systems in Colorado undergo a CBI criminal history check supported by fingerprints at a vendor-borne cost of $39.50 per person. The solicitation documents do not identify any incumbent vendors or current contractors; however, vendors must reference the State of Colorado's standard Purchase Order Terms and Conditions. Proposals must include a copy of the CBI Vendor Device and Software Certification Letter, evidence of FBI NGI Certified Product List inclusion, prior implementation experience particularly with Colorado agencies, at least three vendor references, vendor strength and stability documentation, comprehensive maintenance and support plans, and detailed pricing for all products and services with delivery timeframes. No specific budget range or award value is stated in the solicitation materials.
