About this file
This document is a Vendor Q&A for Colorado Bureau of Investigation (CBI) IFB160261 regarding Biometric Identity Solutions, specifically Live-Scan (10 print) devices and related hardware and peripherals. The solicitation seeks vendors capable of providing systems that interact with CBI's AFIS (Automated Fingerprint Identification System) and require CBI Live Scan Device Certification, which refers to ICD software certification performed by CBI, as well as FBI Appendix F certification for the hardware devices. Proposals should be submitted to the CBI Procurement Agent Location at CDPS - Colorado Bureau of Investigation, Attn: Jennifer Paddock, 710 Kipling Street, Suite 200, Lakewood, CO 80215. The solicitation documents do not include additional attachments beyond the main IFB; however, vendors may reference the State of Colorado's Purchase Order Standard Terms and Conditions available online.
The evaluation criteria emphasize that all companies meeting IFB requirements are eligible for award, and being a Service Disabled Veteran Owned Small Business (SDVOSB) is not required. Vendors will not be penalized for not utilizing subcontractors or SDBOSB participation. Vendors must complete the Vendor Strength and Stability Form (Appendix A) as a separate attachment and disclose all litigation in any jurisdiction of any nature, not limited to U.S. breach of contract matters. The solicitation indicates that the vendor's proposal, the IFB documents, and any additional terms and conditions proposed by the vendor will form the basis of the resulting contract between the State and the selected vendor.

CBI IFB160261 Biometric Identity Solutions
Vendor Inquiry Responses
1. The Vendor Strength and Stability Form is referenced in several areas through-out the IFB. Where should vendors provide this response?
Vendors should complete the “Vendor Strength and Stability Form (Appendix A) as a separate attachment within their proposal. When answering/addressing the items within Section 3.0 vendors should use the Appendix A form as their response to the Vendor Strength and Stability bullet point.
2. The solicitation instructs vendors to submit their proposals to the CBI Procurement Agent Location, however the VSS instructions list the CDPS Procurement Office. Which address is correct?
Please send all proposals to the CBI Procurement Agent Location:
CDPS – Colorado Bureau of Investigation Attn: Jennifer Paddock, Procurement Agent 710 Kipling Street, Suite 200 Lakewood, CO 80215
3. Is the intent of Question 28 of Appendix A for the bidder to disclose only litigation in the United States?
If so, should the U.S. litigation disclosed relate only to matters which involve alleged the breach of contract and/or non-performance of the bidder? Or is the State asking for all litigation, in any jurisdiction, of any nature?
The State is asking the vendor to disclose all litigation in any jurisdiction of any nature.
4. Under Contractual Obligations, it indicates that “This solicitation including documents linked and attached, the vendor’s offer and all documents, modifications, and agreement terms and conditions will form the contract between the parties. Any additional terms and conditions proposed by the vendor must submitted with their offer in order to be considered.” Other than the 9-page PDF bid document, there do not seem to be any other documents linked or attached. Are there other documents not included in the PDF that should be provided to vendors as they prepare their bid responses?
There are no additional attachments or documents to be provided. If vendors are interested in viewing the State of Colorado’s Purchase Order Standard Terms and Conditions, please visit:

5. With regard to the SDBOSB goals, is a waiver available for vendors who intend to fulfill the entire contract without subcontractors? If so, could you provide it? If not, will vendors be penalized in the evaluation process for not utilizing subcontractors?
It is the intent of this award that all companies meeting the requirements outlined in the IFB will be awarded. Being a Service Disabled Veteran Owned Small Business (SDVOSB) is not required. Vendors will not be penalized in the evaluation process for not utilizing subcontractors.

6. With regard to FBI and CBI certification, it is our understanding that CBI does not currently certify livescan hardware devices, but instead focuses on the software, and certifies the resulting EFT records that a software application creates for submission to CBI. Could you please clarify this discrepancy between this and the stated requirement in the RFP as it pertains specifically to CBI certification (as opposed to the FBI’s Appendix F certification)?
All references to the CBI Live Scan Device Certification within the IFB requirements refer to the ICD software certification performed by the Colorado Bureau of Investigation. The FBI device certification is the Appendix F certification.
7. With regard to Mobile Rapid ID, we have been unable to obtain the current CBI submission specifications. Could you please provide that document?
This solicitation does NOT include Mobile Rapid ID devices. It is only for Live-Scan (10 print) devices. The sentence “includes Live-Scan and mobile identification equipment capable of interacting with CBI’s AFIS system” is in direct correlation to the bullet point “Live-Scan Hardware and Peripherals.” The term “mobile” in this sense is used to describe the peripherals such as mobile scanners, cameras, printers, etc.
