About this opportunity

Houston City College Procurement Operations Department is requesting proposals for biological waste collection and disposal services under RFP 27-03, with proposals due November 20, 2026, at 2:00 p.m. CST via the Bonfire portal.

The scope covers comprehensive biological waste management including transportation, collection, and disposal of medical waste from HCC facilities. Vendors must furnish 6-gallon and 1-gallon sharps containers, 5-gallon waste containers, biohazard signage, waste tracking documents, and biohazard bags. Pickup service must be available Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding holidays and school closures, with 48 hours' notice required if scheduled pickups cannot be met. Special pickups are available on an as-requested basis at additional cost. All vendors must utilize only licensed and permitted disposal facilities and provide certificates of destruction for each pickup. Travel time and transportation costs must be included in pricing with no additional mileage or fuel charges permitted.

Proposers must submit nine tabs of information: firm qualifications and experience, demonstrated qualifications of personnel with organizational charts and resumes, proposed approach and methodology, past performance and references, price proposals with all fees disclosed, small business practices and participation commitments, financial status certification, business relationship strength, and required attachments. Evaluation emphasizes past performance within the previous three years. HCC encourages proposers to include student internship components within their scope.

HCC reserves the right to accept or reject any proposals and waive minor technical inconsistencies. No compensation is provided for proposal preparation or demonstrations, and all submitted materials become HCC property.
