About this opportunity

The Town of Manchester, located in Hartford County, Connecticut, is seeking a single contractor to provide comprehensive biohazard cleaning and decontamination services for the Manchester Police Department. The procurement, identified as Invitation to Bid #23/24-90, requires a specialized contractor with expertise in removing and disposing of bodily fluids, tissue, medical waste, and potentially pathogenic substances. Specific service requirements include cleaning and decontaminating prison cells, police vehicles, holding areas, and other locations with potential biohazardous materials. The contractor must maintain 24/7 availability and commit to responding within four hours of notification from the police department. Key procurement dates include a bid release on April 12, 2024, a question submission deadline of April 19, 2024, and a bid response deadline of April 25, 2024 at 11:00 am, with a virtual Zoom bid opening. Evaluation criteria will be based on unit costs for prison cell and vehicle cleaning, with the town estimating 20 prison cells and 20 cruisers to be cleaned annually, including calculations for six cleaning events at overtime rates. Bidders must provide a comprehensive fee schedule, employee training certifications, and detailed descriptions of biohazard waste disposal methods.

The contract includes a living wage ordinance requiring bidders to certify their compliance, with current rates of $16.59 per hour for employees with comprehensive health care benefits or $24.59 per hour without. Potential bidders must be "Covered Employers" under the Manchester Living Wage Ordinance or qualify for specific exemptions, such as being a nonprofit, employing fewer than 25 eligible employees, or having an annual contract value under $25,000. The initial contract term extends from the award date up to May 31, 2025, with options to extend annually for up to five additional one-year periods. Contractors must provide comprehensive insurance coverage with specific minimum liability limits and will be subject to annual price adjustments based on the Consumer Price Index. While no incumbent vendor is mentioned, the solicitation indicates a structured approach to selecting a highly qualified biohazard cleaning service provider capable of meeting the Manchester Police Department's stringent requirements for emergency response and medical waste management.
