About this opportunity

The Hudson Valley Regional Council (HVRC), a consortium of seven county governments in New York's Mid-Hudson Region (Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester counties), is requesting proposals for engineering design, construction, performance testing, and optimization of methane biofilter systems across up to thirteen municipal solid waste landfills, with proposals due September 15, 2026 at 12:00 PM EST.

The scope encompasses data analysis and vent prioritization, multi-site assessments, full engineering design with stamped drawings and New York State Department of Environmental Conservation permitting coordination, procurement of materials and components, construction oversight and quality assurance, commissioning and performance testing, a minimum 12-month post-installation monitoring and optimization period covering all seasons, and quarterly maintenance assessments through October 2029. A New York State-licensed Professional Engineer with demonstrated experience in methane biofilters or comparable environmental design and construction projects must review, stamp, and sign all design and construction documents. The respondent assumes sole responsibility for task completion and serves as the single contract point, though subconsultants may perform identified work elements subject to HVRC approval.

The project is funded by a five-year EPA Climate Pollution Reduction Grant Implementation Program award. Contract term runs through October 2029 unless extended by written amendment. Respondents must carry Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million per occurrence, and Professional Liability of at least $1 million per claim and $2 million aggregate, with HVRC as additional insured.

Cost proposals must follow a recommended budget structure: design and engineering 15–20 percent, construction and materials 50–70 percent, contingency 10–15 percent, and data collection, monitoring, and maintenance 10–15 percent, with all costs compliant with 2 CFR Part 200, Build America Buy America requirements, and Davis-Bacon prevailing wage labor. Selection criteria are thoroughness of work plan (30 percent), personnel qualifications (10 percent), project-goal understanding (15 percent), experience on similar projects (10 percent), cost reasonableness (25 percent), references (5 percent), and innovation (5 percent). Optional oral presentations may occur September 24–25, 2026, with contract execution anticipated October 1–15 and project kickoff mid-October 2026. No incumbent is identified.
