About this opportunity

The Florida Department of Health, Bureau of Public Health Laboratories (BPHL), is procuring the Bio-Rad Laboratories Geenius System assays and controls as a single-source purchase under Chapter 60A-1.045, Florida Administrative Code, with vendor information due July 9, 2026. The single-source justification rests on the Geenius System being the only FDA-approved HIV-1/HIV-2 differential assay currently available on the U.S. market, with Bio-Rad Laboratories as the sole manufacturer and distributor.

The scope requires an FDA-approved confirmatory assay system capable of performing HIV-1/HIV-2 supplemental differentiation testing on whole blood, serum, plasma, and in-house validated oral fluid samples in compliance with CDC 2014 HIV Diagnostic Algorithm guidelines. The BPHL has independently validated the Geenius System for HIV-1 oral fluid confirmation and determined that no competitive alternatives meet the specified requirements.

The estimated contract value is $460,000 over a three-year term. The procurement is based in Leon County, Florida, with administrative oversight by the FDOH. Prospective vendors may submit information regarding their ability to supply the commodities; the agency will provide written notice of its final determination regarding the single-source purchase decision in accordance with Florida Administrative Code and state statute.
