About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document filed by the Florida Department of Health (FDOH), Bureau of Public Health Laboratories (BPHL). The FDOH seeks to procure Bio-Rad Laboratories Geenius System assays and controls for a three-year term. The procurement is intended to supply FDA-approved confirmatory assay systems capable of performing HIV-1/HIV-2 supplemental differentiation testing on whole blood, serum, plasma, and in-house validated oral fluid samples in compliance with CDC 2014 HIV Diagnostic Algorithm guidelines. The document was posted on June 15, 2026, with a deadline for receipt of vendor information on July 9, 2026. No specific bidder's meetings or site visits are referenced in this single-source procurement notice.
The estimated dollar amount for this procurement is $460,000.00. The justification for single-source acquisition is based on the Geenius System being the only FDA-approved HIV-1/HIV-2 differential assay currently available on the U.S. market, with Bio-Rad Laboratories serving as the sole manufacturer and distributor. The BPHL has validated the system in-house for HIV-1 oral fluid confirmation and determined that no competitive alternatives meet the specified requirements. The procurement was approved by Sonja German-Jones, Purchasing Director. The document notes that prospective vendors may submit information regarding their ability to supply the commodities, and the agency will provide written notice of its final determination regarding the single-source purchase decision in accordance with Florida Administrative Code and state statute.
