About this opportunity

The City of Scranton is seeking sealed bids for the Biden Street Streetscape project, a comprehensive infrastructure improvement initiative located in Lackawanna County, Pennsylvania. The procurement involves street reconstruction from Jefferson Avenue to Penn Avenue, encompassing multiple complex elements including communication duct bank installation, curb and sidewalk replacement, period lighting, traffic signal modifications, and landscape enhancements. Key deliverables include approximately 12,472 square yards of roadway reconstruction, involving various asphalt mixture designs, thermoplastic pipe installations, and manhole frame replacements. Bidders must register on the City's e-Procurement Portal and submit all documents electronically by 10:00 am on Thursday, November 20, 2025. Technical and project-related questions must be submitted via the portal's Q&A function by 11:59 pm on Monday, November 17, 2025, with a complete bid document package available through the https://secure.procurenow.com/portal/scrantonpa portal.

The project appears to have no specific set-aside designations for disadvantaged enterprises, though it does include federal certification requirements regarding lobbying and procurement. Contractors must be prequalified by the Pennsylvania Department of Transportation and comply with Davis-Bacon prevailing wage standards, Pennsylvania Steel Products Procurement Act, and various non-discrimination regulations. The contract duration is 500 calendar days, with a milestone requiring 70% completion by August 31, 2026, and potential liquidated damages of $1,000 per day for missed deadlines. Financial incentives of up to $35,000 are available for early completion. While specific budget ranges are not explicitly detailed, the comprehensive nature of the project suggests a substantial municipal infrastructure investment, likely funded through a combination of municipal resources and potentially the American Rescue Plan Act (ARPA) funds. Bidders will be required to provide performance and payment bonds, with a 5% bid bond, and maintain specific insurance coverage levels.
