About this opportunity

The State of Maine Division of Purchases is requesting quotations for wiping cloths designated for Shelter Workshops Only, with quotes due June 28, 2012. The procurement carries a mandatory set-aside: bidders must certify that wiping cloths are composed of 100% recycled material and assembled in compliance with the State Purchasing Code of Conduct Affidavit, which requires signed attestation of labor, environmental, safety, and human-rights compliance at all supplier assembly locations, submitted under penalty of perjury by the bid opening date.

The scope covers three fabric categories — blend of fabrics in mixed light colors, white un-dyed cotton terry, and cotton t-shirt wipers in mixed colors — in six line items across 50-pound and 25-pound box sizes. All cloths must be soft, absorbent, lightweight, washed and sterilized, measure a minimum of 2 square feet with dimensions between 9 and 44 inches in length, and meet detailed defect prohibitions (paint or oil stains, unopened seams, worn or tender cloth). Materials including khaki, rayon, silk, and heavily napped fabrics are explicitly prohibited. Delivery must occur within five working days of order receipt.

The contract period runs from July 1, 2012 through June 30, 2013, with two possible one-year extensions. Quantities shown in the proposal are estimates; the actual contract covers quantities ordered by the State during the term. Pricing must be quoted net on a unit basis, inclusive of all transportation and delivery charges prepaid by the contractor, and prices may not increase during the contract period. Awards will be made to the lowest responsible bidder offering the best value to the State, considering quality, conformity to specifications, purpose, delivery date, and ultimate cost. The State accepts Procurement Card payment with no surcharge permitted and reserves the right to cancel with thirty days' written notice or immediately for non-conformance. All questions must be submitted through the designated Q&A link on the Solicitation Details View page.
