About this file

This is a Terms and Conditions document for a wiping cloths commodity contract issued by the State of Maine, Division of Purchases. The contract covers the supply of wiping cloths in three primary categories: blend of fabrics in mixed light colors, white un-dyed cotton terry, and cotton t-shirt wipers in mixed colors. The contract period runs from July 1, 2012 through June 30, 2013, with two possible one-year extensions. Bidders must quote prices for six line items representing different cloth types and box sizes (50-pound and 25-pound boxes). All wiping cloths must be composed of 100% recycled material, soft, absorbent, and lightweight, with specific weight ranges depending on cloth type. Cloths must measure a minimum of 2 square feet with dimensions between 9 inches and 44 inches in length. All items must be washed and sterilized, and certain materials including khaki, rayon, silk, and heavily napped fabrics are explicitly prohibited. Defective items including those with paint or oil stains, unopened seams, and worn or tender cloth are unacceptable. Delivery must occur within five working days of order receipt.

Pricing submitted by bidders must be quoted net, including all transportation and delivery charges fully prepaid by the contractor, and prices are not subject to increase during the contract period. Quantities shown in the proposal are estimates based on current inventory experience, with the actual contract covering quantities ordered by the State for delivery during the term. The State of Maine requires vendors to accept the Procurement Card as a form of payment with no surcharge permitted. The Division of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to specifications. Any wiping cloths that do not meet specifications will be returned at the contractor's expense, and vendors providing non-conforming products will be removed from the bidders list. The State is requesting consideration of extending contract pricing to political subdivisions and school districts in Maine at the prices indicated in the contract renewal.
