About this opportunity
The City of Philadelphia is soliciting bids on Reiter Cummings Inspired Gravid Traps as a micro purchase under $41,000 with bids due July 15, 2026. This procurement will be awarded as a whole or by line item, at the City's discretion, to the lowest responsible bidder; all items must be quoted to be eligible for award.
Vendors must submit quotes electronically through PHLContracts and include a signed Consent and Authorization Agreement either attached to their vendor profile or with their first quote submission. A Seller SOP Checklist specifies that vendors complete tabs for general information, items, questions, terms and conditions, and attachments; answer the Local Business Entity certification question; and optionally submit an LGBTQ Applicant Opportunity Data Form. All mandatory questions must be answered and validation warnings resolved before submission.
The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination thereafter. Quotes must be submitted as net prices (exclusive of taxes) and remain valid for 60 days from submission. Delivery is FOB Destination Point; the City is exempt from federal excise, transportation, and Pennsylvania sales taxes. Payment is contingent upon delivery and City approval, made via electronic deposit.
Sellers must maintain workers' compensation insurance at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. Vendors must comply with Philadelphia's nondiscrimination provisions and Executive Order 10-16 ethics requirements, certify non-delinquency on City taxes and obligations, and agree not to submit multiple quotes for the same products or services. No delivery or services shall commence until the City issues a purchase order and provides written notification. The City reserves the right to reject any or all quotes and to purchase substitute products if performance obligations are not met.
