About this opportunity

The City of Minneapolis, Minnesota is soliciting bids for nuisance rubbish and refuse abatement services (Event 4358, rebid), with an optional virtual pre-bid meeting on November 5, 2026 and bids due November 19, 2026 at 1:00 p.m. The gating filter is the Minnesota Responsible Contractor requirement: bids exceeding $50,000 must include a signed Responsible Contractor Verification and Certification of Compliance and completed Attachment A-1 listing first-tier subcontractors, and bids lacking this documentation will be rejected. No set-aside applies. Small and Underutilized Business Program goals are not applicable to this solicitation, though contractors are encouraged to give MBEs and WBEs full and fair opportunities to compete for subcontracts. Firms claiming SUBP recognition must hold certification through the Central Certification Program.

The scope covers removal and disposal of garbage, trash, dead animals, furniture, appliances, yard debris, construction materials, concrete, automotive parts, tires, mattresses, and animal feces from public and private property in Minneapolis. Required performance includes retrieving work authorizations weekly from an electronic dashboard, completing standard removals within three business days, sweep removals within five business days, special equipment removals within seven business days, and imminent hazard cleanups within eight business hours when authorized. Contractors must submit before-and-after photographs and documentation within three business days of job completion, maintain a business office with telephone, computer, and color printer from 8:00 a.m. to 4:30 p.m. Monday through Friday, and respond to City inquiries within one business day. Bidders must submit an equipment list with make, model, mileage or hours, and photos, plus contract references for similar-sized projects.

The City intends to award up to two contracts to the lowest responsive and responsible bidders. The estimated term runs April 1, 2027 through March 31, 2028, with two additional 12-month extensions by mutual agreement. Pricing is by unit: a minimum removal fee (630 estimated occurrences), standard removal fee (270 estimated hours), special equipment fee (50 estimated hours), stop charge (200 estimated occurrences), mattresses and box springs (425 estimated pieces), and tires after the first eight per site (500 estimated tires). Prices are firm for the initial period. Extensions require documented cost increases submitted 60 days before contract year-end and cannot exceed the greater of the Consumer Price Index or five percent. Bidders must complete the Excel bid form with unit prices, upload it to eSupplier, and enter the grand total as the line-item bid price. Unit prices control in the event of mathematical errors.

Financial requirements include a bid deposit of 2% of the total bid amount, a $100,000 performance bond, and a $100,000 payment bond. Prevailing wage requirements apply, along with an approved Affirmative Action Plan for contracts over $100,000, Certified Payroll Reports for contracts of $50,000 or more, and a pre-award compliance review by the Minneapolis Department of Civil Rights. The City's workforce goals of 20% female and 32% minority participation are aspirational.

Questions are due November 9, 2026 at 12:00 p.m. and must be submitted in writing to Mallory Cina at mallory.cina@minneapolismn.gov. Addenda will be posted by November 12, 2026.
