About this opportunity
The City of Albany, Georgia is seeking sealed bids for a comprehensive water main replacement project (Bid Ref. #25-022) covering three distinct divisions within its infrastructure. Division I involves replacing 2,000 linear feet of water main on Poinciana Drive, while Division II requires 1,400 linear feet of water main replacement on Almond Drive. Division III encompasses general water service line repairs, maintenance work, and hydrant services. The project requires contractors to have a utility contractor license and/or Georgia Water Distribution License, with specific technical requirements including installation of 6-inch C900 water mains, hydrant installations, service renewals, pressure testing, and driveway restoration. A mandatory pre-bid conference is scheduled for January 17, 2025, at 10:00 a.m. at 222 Pine Avenue, with sealed bids due on February 11, 2025, at 2:30 p.m. at the Procurement Division. Evaluation will be based on the lowest responsive and responsible bidder, with a 5% bid bond required at submission and 100% performance and payment bonds mandated for the successful bidder.
The City of Albany strongly encourages small business participation in this procurement, with potential opportunities for disadvantaged enterprises. Division III has a not-to-exceed amount of $120,000 and will be awarded based on the lowest total combined hourly rate for services, including equipment costs for backhoe/mini excavator, air compressor, and vac truck/trailer. The contract time for Divisions I and II is 120 calendar days, while Division III will be a one-year contract with no renewal options. Notably, the City will provide all materials, including #57 crushed stone, which the contractor will need to pick up. The bidding process requires separate pricing for each division, with Divisions I and II priced as lump sum amounts and Division III priced per hour for each service and equipment category. The City reserves the right to reject any and all bids, maintaining flexibility in the procurement process.
