About this opportunity

The City of Minneapolis is requesting bids on Ramp B Air Handling Unit replacement for Sections 2 and 4 (BID-PW-Ramp B AHU Replacement S2 & S4), with bids due November 10, 2026 at 2:00 p.m. CDT through the City's eSupplier Portal. A 2% combined MBE and WBE participation goal under the Small and Underutilized Business Program (SUBP) applies to all bids; only firms certified by the Central Certification Program (CERT) and located within specified Minnesota and Wisconsin counties count toward the goal. Prevailing wage requirements under Minneapolis Code of Ordinances Chapter 24 apply, with rates determined by the U.S. Department of Labor for Hennepin County, Minnesota.

The scope is replacement of Air Handling Units serving the Public Works—Traffic & Parking Services department, with all materials, labor, equipment, and incidentals provided in accordance with specifications and drawings available through QuestCDN (eBidDoc #10259526) for $10.00. Project specifications define substantial completion requirements; the delivery and completion date is November 15, 2026. The contract is lump sum with one base bid line item and one optional alternate line item.

Bidders must submit a 5% bid deposit (payable to the City of Minneapolis Finance Department), performance and payment bonds each equal to 100% of the total contract amount, a completed SUBP Commitment Form with Letters of Intent from each SUBP-eligible firm, a Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing all first-tier subcontractors, and prevailing wage documentation. Contractors failing to meet the SUBP goal without demonstrating good faith efforts will have their bids rejected as non-responsive.

An optional pre-bid meeting is scheduled for October 27, 2026 at 8:00 a.m. at 33 N 9th Street, Room 100, Minneapolis. Written questions are due October 29, 2026 at 12:00 p.m.; addenda will be posted by November 3, 2026. The contract applies to the City's standard Terms and Conditions for Construction/Commodities Contracts over $175,000, including Living Wage Ordinance compliance for contracts exceeding $100,000, and federal and state civil rights law compliance.
