The City of Minneapolis Finance and Property Services, procuring on behalf of the Minneapolis Parks and Recreation Board, is requesting bids for the Eloise Butler Wildflower Garden Entrance project, with bids due August 26, 2026, at 1:00 p.m. CDT. A mandatory pre-bid meeting is scheduled for August 13, 2026, at 10:30 a.m. at the project site. The Small and Underutilized Business Program (SUBP) applies: MBE goal 5%, WBE goal 4%, with employment targets of 20% female and 32% minority participation. The scope includes entrance improvements to the wildflower garden with a base bid priced as lump sum, plus three optional alternates: a kiosk addition, an enclosure addition, and three curved bench sections with stone wall assembly. Unit pricing is required for soil export (per ton), granular borrow import (per ton), and helical piles (per linear foot). Project completion is due August 31, 2026. Specifications and drawings are available through QuestCDN (eBidDoc #10309492) for a $10 fee.

Prevailing wage requirements apply under Davis-Bacon Act wage determination MN20260239 (current through May 18, 2026), covering eight Minnesota counties. Paid sick leave of one hour per thirty hours worked applies; Executive Order 13658 establishes a $13.65 per hour minimum through December 31, 2026. Minneapolis living wage ordinance compliance applies for contracts exceeding $100,000. All required SUBP documentation, including Letters of Intent and Good Faith Efforts materials if goals are not met, must accompany the bid. Written questions close August 17, 2026, at 12:00 p.m.; addenda post by August 19. Award goes to the lowest responsive and responsible bidder.
