About this opportunity

The Commonwealth of Pennsylvania, Department of Conservation and Natural Resources, Bureau of Forestry, Loyalsock Forest District, is soliciting bids for janitorial services at two facilities in Sullivan County: the Resource Management Center (RMC) located at 6735 Route 220, Dushore, PA 18614, and the Forest Maintenance Headquarters (FMHQ) at 86 Dry Run Road, Hillsgrove, PA 18619. The procurement encompasses weekly cleaning services including vacuuming, dry mopping, glass and door cleaning, restroom sanitation, and trash removal for approximately 5,000 square feet at RMC and 2,000 square feet at FMHQ, along with semi-annual deep cleanings in April and October (interior/exterior window cleaning, wood paneling treatment, wall mark removal) and annual carpet shampooing and tile stripping and buffing in July. All work must be performed outside normal business hours with Wednesday designated as the standard cleaning day commencing no earlier than 4:00 p.m. The contract commences May 1, 2026, and terminates April 30, 2027, with renewal options for up to four additional consecutive annual terms through April 30, 2031, subject to potential price increases not exceeding 3 percent. Award will be based on the lowest total sum bid submitted through the PA Supplier Portal at www.pasupplierportal.state.pa.us; the bid due date is April 22, 2026. Technical questions should be directed to Levi Gelnett at (570) 946-4049 or legelnett@pa.gov, and contracting procedure questions should be directed to Jenna English at (717) 787-3278 or jenenglish@pa.gov. Contractors must maintain workers' compensation insurance and public liability and property damage insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence, with the Commonwealth named as an additional insured. Performance standards require corrective action for missed or unsatisfactory cleanings within 24 hours or result in non-payment, and five unsatisfactory cleanings trigger mandatory performance meetings; semi-annual cleaning deficiencies must be corrected within seven calendar days or the contractor forfeits payment.

This procurement is restricted exclusively to self-certified small businesses under the Small Business Procurement Initiative established by Executive Order 211-09, and bidders must submit valid self-certification documentation from the Department of General Services prior to bid opening along with a completed Worker Protection and Investment Certification Form attesting to compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws. No incumbent contractor information or existing contract values are specified in the solicitation documents. Contractors must comply with the Commonwealth's enhanced minimum wage requirement of $15.00 per hour (subject to annual cost-of-living adjustments beginning July 1, 2023) and all state labor law requirements, including nondiscrimination and sexual harassment policies. Payment will be made on a reimbursement basis for actual services satisfactorily performed via Automated Clearing House direct deposit, with invoices required to include vendor name, SAP Purchase Order number, delivery address, service descriptions, quantity, unit price, price extension, and delivery date. While no specific budget or award value is disclosed in the solicitation documents, interested vendors should note that the two-facility scope encompasses approximately 7,000 square feet of regular cleaning plus specialized services, with pricing to be evaluated on a total cost basis for the full contract period.
