Henry County Purchasing Department, Georgia, is soliciting sealed bids under BID 27-24 for the removal, furnishing, installation, and commissioning of a new incinerator for its Animal Care and Control facility. Attendance at the mandatory pre-bid conference and site visit at 527 Hampton Street, McDonough, at 1:00 PM on November 10, 2026 is required for all proposers, and bids are due December 1, 2026 at 3:00 PM. The county has set a 0.0% Disadvantaged Business Enterprise participation goal, which is not a fixed quota or set-aside.

The incinerator will process approximately 9,000 pounds monthly of animal carcasses (cats, dogs, and similar wildlife) and destroy condemned evidence and controlled substances, with throughput capacity up to 150 pounds. The contractor provides all labor, materials, equipment, removal of the existing unit, delivery, installation, testing, commissioning, manufacturer-specified training for county personnel, and a bi-annual maintenance plan. The contractor must register and remain active with SAM.gov, comply with the Georgia Security and Immigration Compliance Act, and obtain all necessary permits.

Bonding and insurance requirements include a bid bond of not less than 5% of the total bid amount, performance and payment bonds each equal to 100% of the contract amount, workers' compensation at Georgia statutory limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000, and umbrella liability of $2,000,000. The successful bidder provides one year of warranty on parts and labor and two years on paint delamination and peeling.

Unit prices are fixed for the contract duration, with no modifications permitted for labor, supply, or equipment cost fluctuations. The county will award to the lowest responsive and responsible bidder and reserves the right to reject any or all bids.

Clarification requests are due 3:00 PM on November 17, 2026, and addenda will post by 3:00 PM on November 24, 2026. Submissions go through the County's eProcurement Portal at https://procurement.opengov.com/portal/henryga, or by mail, common carrier, or hand delivery to 140 Henry Parkway, McDonough, Georgia 30253.
