About this opportunity
The City of Griffin, Georgia is issuing Invitation to Bid #26-008 for the procurement of water treatment chemicals on a line-item basis for Fiscal Year 2027 (July 1, 2026 through June 30, 2027), with options for up to four one-year renewal extensions. The solicitation seeks qualified chemical manufacturers and water treatment suppliers to provide 16 different chemicals including sodium hydroxide, hydrated lime, liquid chlorine, liquid phosphate, aluminum sulfate solution, activated carbon, potassium permanganate, soda ash, sodium chlorite, sodium hypochlorite, polymers, and other treatment compounds. All chemicals must meet American Water Works Association (AWWA) and ANSI/NSF Standard 60/61 requirements, be NSF 60 approved with CAS Registry Numbers provided, and must be delivered within 72 hours of procurement request during business hours (8:00 A.M. to 2:00 P.M., Monday through Friday) to six water treatment facilities and pump stations throughout Griffin. Bidders are free to submit prices on any or all chemicals listed, with award made to the lowest responsive and responsible bidders on individual line items based on evaluation criteria including ability to provide service, product quality, prior bidder performance, guarantees and warranties, and terms of service. Prices quoted for the initial 12-month term must remain firm, with increases permitted only upon contract renewal supported by documentation referencing U.S. Department of Labor indices. Written questions must be submitted by Wednesday, May 13, 2026 at 2:00 P.M., with bid responses due exclusively online through the Vendor Registry platform by Thursday, May 28, 2026 at 2:00 P.M. No pre-bid meeting is scheduled and no bid bonds are required.
The solicitation contains no specific set-aside designations or restrictions on organization types based on disadvantaged enterprise status. All pricing must be FOB Griffin, Georgia with no fuel adjustment charges permitted, and vendors are responsible for off-loading equipment and transfer procedures for bulk deliveries. Special delivery considerations apply to the six delivery locations, including restrictions on trailer types, pallet jack clearance specifications of 3 to 3 3/4 inches, and tanker pumper requirements for certain chemicals. Prior supplier performance may impact pricing evaluation by up to 2 percent in either a positive or negative manner. The solicitation does not identify incumbent vendors, current contractors, or budget ranges for the contract awards, though estimated quantities for each chemical are provided for informational purposes only due to variations in water quality.
