About this opportunity

Henry County, Georgia is seeking competitive sealed bids for an annual contract to supply body armor for the Henry County Police Department through Bid #25-40. The procurement is specifically for Point Blank Body Armor, with estimated annual requirements of 60 male and 10 female vests, along with 20 additional individual carriers. Required specifications include wrap-around protection, exterior accessible front top loading trauma plates, and two carriers per unit. Vendors must provide comprehensive sizing and fitting services at county-specified locations with 48-hour advance notice, with all associated costs included in the bid price. The bid is due on January 28, 2025, at 3:00 PM local time, with vendor questions required to be submitted by January 14, 2025. The initial contract term is one year, with provisions for two optional one-year renewal periods. Delivery of body armor is mandated within 45 days of purchase order receipt, with F.O.B. destination pricing that includes all charges.

The solicitation encourages participation from small, local, veteran-owned, disadvantaged business enterprises (DBE), and female-owned businesses, with a local vendor preference applied for bids within 5% of the lowest bid for contracts under $100,000. Vendors must maintain specific insurance coverages, including workers' compensation, commercial general liability of $1 million per occurrence, and automobile liability with a $1 million combined single limit. While no specific budget range is explicitly stated, the comprehensive requirements suggest a substantial investment in protective equipment for law enforcement personnel. The procurement process emphasizes competitive bidding while also promoting diversity and local economic participation. The county reserves the right to reject any and all proposals and to waive technicalities, providing flexibility in the selection process. Bidders cannot withdraw their proposals for 60 days after the submission deadline, except as permitted by Georgia state law.
