About this opportunity
The Town of Bristol, located in Bristol County, Rhode Island, is seeking a consultant to develop a comprehensive Standards Guide for the Bristol Historic District Commission (BHDC) through Bid #1059. The project aims to create an educational resource for applicants, contractors, and property owners within the historic district, detailing the application and approval process, historic preservation information, architectural terminology, and visual representations of local architectural styles. Deliverables include both online and printed versions of the guide to be distributed through the town website and Community Development office. The procurement timeline indicates the project will commence in February 2025, with an initial meeting in March, 50% completion by June 2025, full completion by October 2025, and public presentations scheduled for November/December 2025. Evaluation criteria will focus on the consultant's qualifications, work experience, ability to produce required work products within the project schedule and budget, and professional references. Bidders must submit a detailed proposal including a narrative approach statement, qualifications, key personnel resumes, references, project schedule, and a comprehensive cost proposal broken down by task.
The contract opportunity is funded through a Certified Local Government grant from the National Park Service, administered via the Rhode Island Historic Preservation & Heritage Commission (RIHPHC), with a total budget not exceeding $18,000. The final budget remains subject to the finalized grant agreement amendment between RIHPHC and the Town of Bristol. No specific set-aside designations or restrictions on respondent organizations were explicitly mentioned in the procurement documents. The successful bidder will be selected based on their technical and professional capabilities to produce a high-quality standards guide that meets the specific needs of the Bristol Historic District Commission. The project represents a targeted procurement focused on creating a standardized, accessible resource for managing historic district regulations and preservation efforts, with the final guide serving as a critical communication tool for property owners, contractors, and local government officials.
Opportunity text
The Town of Bristol is seeking bidders to create a Standards Guide ("Guide") for the Bristol Historic District Commission (BHDC) for distribution to applicants, contractors, and property owners in said district. Our goal is to both educate the public and lay out uniform standards for the commission to make decisions. The consultant will collaborate closely with the BHDC and Department of Community Development in the development of the Guide. It is anticipated that the Guide will include an explanation of the application and approval process, information about historic preservation for the lay applicant, a glossary of terms of building elements and architectural styles, and illustrations of common architectural styles in Bristol. When complete, the Guide will be made available online via the town website and in printed form at the Department of Community Development office, ensuring accessibility and usability for all stakeholders involved.
