About this opportunity

The City of Hayward, located in Alameda County, California, is issuing Request for Proposal (RFP) 26-052 to procure consulting services for a Bicycle and Pedestrian Master Plan Update. The City seeks qualified consulting firms to update its existing 2020 Bicycle and Pedestrian Master Plan and create a focused, actionable five-year implementation guide for active transportation investment. Key deliverables include extensive community outreach with emphasis on Spanish-speaking and historically underserved populations, existing conditions assessment, project identification and prioritization, implementation strategy with cost estimates and funding plans, and a final BPMP Update document suitable for adoption by City Council. The update will prioritize grant-ready capital projects, construction opportunities aligned with the City's Pavement Improvement Program, quick-build improvements, and systemic signalized infrastructure enhancements while incorporating active transportation safety into planning processes including signal timing optimization and striping improvements integrated into paving contracts. The project requires coordination with concurrent City efforts including the Local Road Safety Plan, Speed Management Plan, High Injury Network Safety Plans, Nighttime Safety Enhancement Plan, and Community Based Transportation Plan. Evaluation criteria are weighted as follows: project management experience (15 points), project understanding and identification of key success factors (20 points), approach and cost-effectiveness (30 points), qualifications of firm and team (20 points), and appropriateness of cost (15 points). Proposals must be submitted electronically to the City's eProcurement Portal by 4:00 p.m. on Wednesday, May 27, 2026, with a question submission deadline of May 11, 2026, interviews scheduled for May 29, 2026, and City Council contractor selection by June 16, 2026.

No specific set-aside designations for minority-owned, women-owned, or disadvantaged enterprises are identified in the RFP; however, the solicitation requires compliance with nondiscriminatory affirmative action certification and employment practices for contracts estimated at $10,000 annually or more. The City has not identified any incumbent vendors, current contractors, or specific technology infrastructure requiring integration beyond the existing 2020 Bicycle and Pedestrian Master Plan and related planning documents. All selected contractors must obtain and maintain workers' compensation and employer's liability insurance with public liability coverage of not less than $1,000,000 per occurrence, comply with prevailing wage requirements as determined by the Department of Industrial Relations, and execute Performance and Labor and Materials Bonds with face amounts equal to 100 percent of the total contract value. Additionally, contractors must submit pricing on a "not to exceed" basis with detailed labor rates, planning-level cost estimates, and separate cost estimates for optional tasks, though pricing is subject to negotiation prior to contract execution. No specific contract award amount or funding source is identified in the RFP documentation, and the City reserves the right to reject any or all proposals, split the award among multiple proposers, or select based on written proposals alone without conducting interviews.

Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Transportation, 777 B Street, Hayward, CA 94541-5114. The City of Hayward (City) is seeking proposals from qualified consulting firms to update its Bicycle and Pedestrian Master Plan (BPMP Update). The BPMP Update will build on the City's existing 2020 Bicycle and Pedestrian Master Plan to create a focused, actionable guide for active transportation investment over a five-year implementation horizon.

While maintaining the vision set forth in the 2020 BPMP, the Update will be grounded in what the City can realistically complete or substantially advance within five years. It will prioritize a targeted short list of grant-ready capital projects, construction opportunities aligned with the City's Pavement Improvement Program (PIP), and quick-build or systemic signalized improvements. The BPMP Update shall also incorporate active transportation safety into infrastructure planning processes, including signal timing, integration of striping improvements into paving contracts, and establishment of new design standard specs.

The BPMP Update will leverage the City's existing BPMP, Local Road Safety Plan (LRSP), and Speed Management Plan (SMP), and will be developed in close coordination with concurrent City efforts, including the PIP, High Injury Network (HIN) Safety Plans, Nighttime Safety Enhancement Plan (NSEP), and Community Based Transportation Plan (CBTP) as well as regional efforts by Alameda County Transportation Commission (ACTC) and Metropolitan Transportation Commission (MTC).
