Bidders must hold a valid State of Hawaii Specialty Contractor "C-13" or "C-15" license and demonstrate a minimum of three consecutive years of experience maintaining similar facilities with equivalent equipment and systems — a hard capability filter.
The scope encompasses servicing, maintaining, and responding to trouble calls for all VMACS equipment, subsystems, assemblies, subassemblies, communication networks, and associated components. Systems include video monitoring by Genetec, Inc.; access control panels by Johnson Controls, Inc.; Software House C-Cure 9000 access control software; and integration with an Identity Management System by Intellisoft. Contractor personnel must hold current, verifiable certifications in Software House C-Cure 9000 (Installer and Integrator levels), Genetec Security Center (Enterprise and Advanced Configuration levels), VMware Data Center Virtualization, and networking (Network+, CCNA, CCNP, or JNCIA). The contractor must maintain qualified personnel available to respond to trouble calls within two hours and dedicate a System Administrator on-site. The contractor must perform at least 50 percent of total contract cost with its own organization.
Minimum wage rates are $42.15 hourly for Automated Systems Equipment Technicians and $44.65 for Automated Systems Equipment Supervisors. Proposals exceeding $25,000 require submission of a notarized Certificate for Performance of Services before contract execution. Comprehensive General Liability Insurance of at least $1 million per occurrence and Commercial Automobile Liability coverage of $1 million per accident are required, with the State named as additional insured. Contract award will be made within 60 calendar days of bid opening to the lowest responsive and responsible bidder. Questions and substitution requests are due October 8, 2026 at 2:00 p.m. HST. Bidders may schedule site visits by contacting the District Engineer.
