About this opportunity

The Michigan Department of Technology, Management & Budget is soliciting bids for printing 140,000 BFS-50 temporary vehicle registration permits with a due date of August 27, 2026. Only prequalified vendors with State of Michigan Print & Mail Management (PMM) pre-qualification status are eligible.

The scope is the production of 140,000 BFS-50 permits numbered sequentially from 338001 to 457000, sized 12" × 5-11/16", printed on 65# uncoated cover stock in black and red PMS-202 inks with light-fast specifications. Permits must feature a VOID pantagraph design approved by the Department of State Investigations, month/day/year validation boxes with 20% screened void features, sequential numbering in jumbo bold black on the face and red penetrating ink on the back, and hidden word pantagraph features. A white validation box without void features is required. Finished permits must be affixed with double-faced tape on both ends, shrink-wrapped in packages of 50, and packaged vertically in sequence order with smallest numbers on top. Cartons must be visibly labeled with contents, quantities, and packaging information. A color PDF proof is required for approval prior to production.

Vendors must submit detailed quote letters with their bids; failure to include a detailed quote letter results in disqualification. A sample permit is available for reference. All bids must be submitted online with complete costs on an F.O.B. Destination, prepaid basis to 7461 Crowner Drive, Lansing, Michigan 48913. Delivery is available Monday through Friday, 8:00 a.m. to 3:30 p.m., excluding standard holidays.

Award will be made on best price and value to the state; the lowest bidder may not receive the award if concerns exist regarding past quality or inability to meet specified requirements. Vendors must maintain state vendor registration and accept Electronic Funds Transfer payments. Pre-qualification with PMM typically requires approximately one week.
