About this opportunity

The State of Michigan Department of Technology, Management & Budget is soliciting bids for the production and delivery of 125,000 BFS-50 Temporary 30-60 Day Registration Permits. The procurement applies to Grand Traverse County and multiple jurisdictions within Lansing City. The permits must be produced to exact specifications, including a finished size of 12" x 5-11/16", a void pantagraph design approved by the Department of State Investigations, sequential numbering from 213001E to 338000E, and specific security features including red PMS-202 light-fast ink for the panograph and hidden word security markings. All permits must be printed on 65# uncoated cover stock using black and red ink with bleeds, shrink-wrapped in packages of 50 arranged vertically by sequence, and packaged in labeled cartons for delivery. Vendors must be pre-qualified with the State of Michigan Print & Mail Management (PMM) program and registered as Michigan state vendors with the ability to accept Electronic Funds Transfer (EFT) payments; pre-qualification requires approximately one week and must be completed before any bids are accepted. The bid submission deadline is June 3, 2025, with the posting date of May 29, 2025. Vendors must submit detailed quote letters with their bids or face disqualification, and all bids must include complete costs with freight to the PMM dock at 7461 Crowner Drive, Lansing, Michigan 48913, submitted on an F.O.B. Destination, prepaid basis. Award will be based on best price and value to the state, with evaluation criteria that do not guarantee selection of the lowest bidder if quality concerns or requirement fulfillment issues exist. Interested vendors should contact Jerry Monroe at 517-636-0297 or monroej1@michigan.gov, or Andrew Hale at 517-636-0092 or halea3@michigan.gov to initiate the pre-qualification process.

No set-aside designations or restrictions based on organization type, including disadvantaged enterprise classifications, are indicated in the solicitation documents. No incumbent vendors or current contractors are listed, and no existing infrastructure or technology integration requirements are specified. The documents do not provide an explicit budget range or award value for this procurement. All vendors must comply with State of Michigan Procurement Standard Contract Terms, including delivery of all electronic materials in original software format as the property of the State, maintenance of records for four years post-termination, compliance with nondiscrimination and unfair labor practice statutes, and adherence to the state's overs/unders policy whereby no underruns are permitted and overruns are at the vendor's expense. Delivery to the General Services Building dock must occur between 8:00 a.m. and 3:30 p.m., Monday through Friday, excluding standard holidays, with drivers required to obtain entry passes at the front office.
