About this opportunity

The University of Texas Health Science Center at San Antonio is seeking qualified vendors to provide comprehensive beverage vending machine services across approximately 22 locations in San Antonio. The Request for Proposal (RFP) 745-26-P15 requires vendors to supply a range of beverage categories including 12oz. canned carbonated beverages, 20oz. bottled carbonated beverages, bottled water, flavored water, Starbucks or equivalent beverages, sports and energy drinks, and bottled juice products. All vending machines must be equipped with coin acceptors, credit card readers, and change-making equipment. Proposers must demonstrate a minimum of five years of experience in similar beverage vending services. The evaluation criteria will include cost of goods and services (40 points), quality of goods or services (20 points), service alignment with university needs (25 points), vendor reputation (5 points), past university relationship (5 points), and exceptions to terms and conditions (5 points). Key deadlines include a question submission deadline of January 7, 2026, with final proposals due by 3:00 PM Central Time on January 14, 2026, to be submitted electronically through the Euna procurement portal.

The procurement includes a requirement for compliance with Texas Historically Underutilized Businesses (HUB) regulations, mandating a completed HUB Subcontracting Plan as part of all proposals. The University reserves the right to add additional machines and locations during the contract term and may extend the agreement to other University of Texas System institutions through group purchasing authority. Pricing must be submitted as a flat-rate commission structure based on sales, with vendors required to provide individual item sales prices and clarify participation in any Group Purchasing Organizations. The University does not guarantee minimum or maximum sales volumes and will not be responsible for loss or damage to machines or their contents. Awarded vendors must assign a dedicated customer service representative and maintain machines in good operating condition, including regular maintenance, servicing, and temperature monitoring. Proposals will remain valid for 180 days after submission to allow for comprehensive evaluation and selection. While specific award values are not explicitly stated, historical sales data from FY23-FY24 is provided in the appendices to give potential vendors insight into expected sales volumes.
