About this opportunity
The City of Cumming, Georgia (Cumming Utilities Department) is soliciting competitive sealed proposals for the Bethelview Advanced WRF Solids Improvements project (Project No. 711), a comprehensive infrastructure enhancement initiative for the Bethelview Advanced Water Reclamation Facility. The project encompasses extensive solids handling facility improvements, including construction of an influent pump station with odor control, replacement of aerobic digester blowers, development of a new chemical sludge pumping station, construction of sludge holding tanks, establishment of a centrifuge dewatering facility, and associated site improvements involving yard piping, paving, grading, stormwater infrastructure, and electrical system upgrades. A mandatory pre-bid conference is scheduled for March 6, 2025, at 10:00 am at the facility, with proposals due on April 4, 2025, at 10:00 am local time. The evaluation will be structured with 80% of points allocated to pricing and 20% to bidder qualifications, requiring a bid security of 5% of the total base bid. Bidders must submit digital proposals to City Hall and can obtain bid documents for $22 through GarverUSA.com using Quest Project Number 9541427.
The project is funded through the Georgia Environmental Finance Authority's State Revolving Fund, which mandates compliance with federal requirements including Davis-Bacon Act wage regulations and American Iron and Steel provisions. Successful bidders must provide performance and payment bonds covering 100% of the contract price. While specific set-aside designations are not explicitly detailed, the project's federal funding suggests potential opportunities for disadvantaged business enterprises. The procurement covers multiple jurisdictions, including Fayette County and Columbus City, with a focus on critical water reclamation infrastructure improvements. Though a specific budget range is not disclosed, the comprehensive nature of the project—involving multiple facility improvements, site work, and complex mechanical and electrical systems—indicates a substantial capital investment. Potential respondents should be prepared to demonstrate significant technical capabilities in water treatment facility construction, municipal infrastructure development, and compliance with stringent environmental and federal funding requirements.
