About this opportunity
The City of Orange City is requesting qualifications for design and permitting services on Bessey Creek culvert improvements and supporting stormwater infrastructure, with responses due October 28, 2026 at 2:30 p.m. EDT. The procurement is governed by the Consultants' Competitive Negotiation Act and the Brooks Act — award will be based on qualifications, not price.
The scope encompasses design and permitting of culvert improvements and related infrastructure to increase stormwater capacity, reduce flood risk, and improve flood protection within the Bessey Creek sub-watershed. The work covers the Martin Downs Property Owners Association area of Palm City. Responses should demonstrate professional engineering expertise in civil engineering, construction management, and geotechnical engineering.
The project is funded in whole or in part by a Florida Department of Environmental Protection grant, with anticipated federal funding through the FDEM Hazard Mitigation Grant Program covering a portion of costs. Additional federal or state funding may be secured. The selected consultant must comply with all funding requirements and associated compliance obligations.
No pre-bid conference is scheduled. Bid documents comprising approximately 10 MB across 16 documents are available for download through the DemandStar platform. Questions are due by October 28, 2026.
