About this opportunity

The Pennsylvania Department of Transportation (PennDOT) Engineering District 5-1 is issuing an Invitation for Bid (IFB) to procure a contractor to furnish and install loop detector sensors at two signalized intersections in Berks County: Ben Franklin Highway & Old Airport Road and Ben Franklin Highway & Monocacy Creek Road in Amity Township. The loop detector sensors are inductive traffic detection devices that identify vehicle presence and passage for traffic signal control purposes. The project requires installation of thirteen sensors total: eight sensors (five 6' x 6' and three 6' x 40') at the first location and five 6' x 40' sensors at the second location, with all installation work to be performed during nighttime hours only between 9:00 PM and 5:00 AM Monday through Friday. The service period extends from purchase order issuance through December 31, 2026, with an optional three-month extension. The contractor must maintain two designated contacts, provide traffic protection services during installation, respond to authorized service requests within 24 hours of notification, and possess sufficient personnel and equipment to support simultaneous work at minimum two separate locations. The bid period runs from January 26, 2026 through February 10, 2026 at 10:00 AM, with bid opening on February 10, 2026 at 11:00 AM, and a Q&A period available through February 6, 2026 at 10:00 AM. Compensation will be provided on a lump sum basis per service call, with payment based on itemized invoices detailing work items, unit costs, hours, and location information. Contractors must comply with Pennsylvania Department of Transportation Specifications (Pub. 408, Section 956), maintain proof of insurance via Certificate of Insurance, and submit the Worker Protection and Investment Certification (Form BOP-2201) demonstrating compliance with all applicable Pennsylvania state labor and workforce safety laws.

All bidders must complete the Reciprocal Limitations Act Requirements form (GSPUR-89), which applies to procurements exceeding $10,000 and grants preference to Pennsylvania resident bidders and Pennsylvania-manufactured products against nonresident bidders and out-of-state products based on reciprocal preference percentages that vary from 2% to 15% depending on the competing state. Pennsylvania resident bidders must provide documentation of their bona fide establishment in the Commonwealth, including incorporation status, certificate of authority, and any assumed or fictitious business names, and all bidders must disclose the manufacturer name and state or country of manufacture for each item. Bidders must also complete the Domestic Workforce Utilization Certification (BOP-1301), which requires contractors to certify that all direct labor will be performed exclusively within the United States or within countries that are parties to the World Trade Organization Government Procurement Agreement, or alternatively specify a percentage of domestic labor and identify any work performed outside eligible geographical boundaries. Failure to complete the manufacturer information chart within two business days of notification from the Issuing Office will result in bid rejection. No incumbent vendors, existing contractors, or budget ranges are identified in the procurement documents. The contractor will be required to integrate with PennDOT's existing traffic signal control systems at both intersections, utilizing technical specifications and schematic drawings provided in the engineering documentation that detail precise installation requirements for inductive loop detectors, including loop dimensions, saw cut depths, wire gauging, and cable routing procedures necessary for proper sensor operation and compatibility with PennDOT standards.
