About this opportunity

The Florida Department of Veterans' Affairs (FDVA) issued an Invitation to Bid (ITB-25-005B) for therapy room equipment at the Emory L. Bennett State Veterans' Nursing Home in Daytona Beach, Volusia County. The procurement seeks a contractor to remove existing therapy equipment and provide, install, and assemble new therapy equipment and furniture as specified in the Statement of Work. Required deliverables include specialized rehabilitation equipment such as a PhysioGait Dynamic Unweighting System, Power Height Parallel Bars, NuStep T5XR Recumbent Cross-Trainer, adjustable therapy tables, storage cabinets, and various treatment devices. Contractors must complete the project within 90 calendar days of contract execution, with financial consequences of $315.69 per calendar day for unauthorized delays. Key procurement dates include a mandatory pre-bid meeting on January 9, 2025, written questions due January 13, 2025, and bid submission deadline of January 23, 2025 at 3:00 PM local time. Bidders must maintain specific insurance coverages, including $1 million commercial general liability and $3 million excess liability umbrella insurance, and complete Level 2 background screening for all personnel.

The solicitation did not specify specific set-aside designations or restrictions for disadvantaged enterprises. Medical Equipment and Supplies of America LLC was the sole bidder, submitting a price of $136,501.36 for the project. Notably, the solicitation was ultimately withdrawn on January 29, 2025, with the potential for reissuance under a new solicitation number. Contractors were required to be registered with MyFloridaMarketPlace and comply with various regulatory requirements, including HIPAA compliance, attestations regarding foreign countries of concern, and anti-human trafficking certifications. The procurement included comprehensive requirements for proper equipment handling, waste disposal, and property protection, with the contractor being responsible for any damages during delivery and setup. While the specific budget was not explicitly detailed, the sole bid of $136,501.36 provides an indication of the project's potential value. Interested vendors were advised to monitor future opportunities through the State of Florida Vendor Information Portal (VIP).
