About this opportunity
The County of Orange, Orange County Community Resources, is soliciting competitive bids for the procurement of outdoor park furniture and receptacles designated for Mile Square Regional Park's Adventure Play Area. The solicitation (IFB #012-3043003-LS) requests 20 leaf green metal slat park chairs with full metal backrests and side arms, 10 benches measuring 6 feet in length with cast aluminum legs and backrest/armrest features, and 10 trash receptacles measuring 28 inches in diameter by 40 inches tall with hinged aluminum tops and rigid plastic liners. All items must feature matching design, material, and powder coat finishes and must be delivered fully assembled with surface mounting provisions for installation prior to an early fall 2026 ribbon-cutting ceremony. Eligible bidders must hold a valid California State Contractor's License, possess valid D-U-N-S and UEI numbers, maintain California Secretary of State registration in good standing, and provide references from at least three previous projects. Electronic bids must be submitted through the County's eProcurement Portal no later than April 21, 2026, at 2:00 p.m., with the deadline for submitting questions and clarifications set for Tuesday, April 14, 2026, at 2:00 p.m. Award will be made to the lowest responsive, responsible bidder, with bid prices required to be firm for the entire contract term and remain valid for 365 days following the solicitation closing date. Within seven days of award notification, the successful bidder must submit a Certificate of Insurance with additional insured endorsements, a signed W-9 or equivalent form, proof of D-U-N-S and UEI numbers, and evidence of California Secretary of State registration.
A five percent (5%) preference deduction will be applied during evaluation for bidders certified as Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) entities; however, if an OCLSB or DVBE bidder is selected as the lowest bidder, the contract will be awarded at their original bid price with a maximum allowable preference deduction not to exceed $100,000. Bidders must provide separate pricing for each item category, though "all-or-none" bids will not be permitted unless deemed in the County's best interest. All awarded contractors are required to furnish both a Faithful Performance Bond and a Labor and Material Payment Bond, with penal sums based on the contract price and surety companies duly authorized to conduct business in California; bond premiums and costs will be determined by the parties and the surety must waive notice of any contract changes, extensions, or modifications. Corporate signatories must comply with California Corporations Code Section 313 requirements and obtain approval from the County's Office of the County Counsel as to bond form. No specific budget range or award value is disclosed in the solicitation documents; however, the County reserves the right to reject any or all bids, make multiple awards, negotiate with the lowest responsive bidder, or cancel the solicitation in its sole discretion.
