About this opportunity
The New York Racing Association, Inc. (NYRA) is seeking qualified vendors to supply and deliver rubber pavers for two prominent racetracks: Belmont Park and Saratoga Race Course. The procurement involves approximately 41,000 square feet of 1-3/4" or 7/8" non-slip rubber pavers for Belmont Park and 32,400 square feet of similar pavers in terra cotta, gray, or black for Saratoga Race Course. Additionally, the contract includes 800 units of E-Tiles (2' x 3' x 5/8" thick) for use as protective stall wall coverings in equine environments. The pavers must meet stringent requirements for durability, slip resistance, and cushioning to ensure optimal safety for horses. Proposals are due by 5 PM on October 27, 2025, and must be submitted to the Senior Director of Procurement at 110-00 Rockaway Blvd, Suite 1, Ozone Park, NY 11417. Complete specifications are available on the Empire State Purchasing Group Website, with bids accepted electronically through https://www.bidnetdirect.com/new-york/nyra. The contract term is three years, with two optional one-year renewals at NYRA's discretion.
While no specific set-aside designations or restrictions on vendor types are mentioned in the document, the procurement requires vendors to have specialized expertise in equine-specific flooring and wall covering solutions. The solicitation includes the requirement for liquid cement adhesive for installation, suggesting a comprehensive procurement approach. Although no specific budget range is explicitly stated, the scope of the project involves approximately 73,400 square feet of rubber pavers and 800 wall tile units across two major racing venues. The procurement is geographically centered in Queens County, New York, with delivery locations in Elmont (Belmont Park) and Saratoga Springs. Vendors will need to demonstrate technical capabilities in producing high-performance rubber surfaces specifically designed for horse safety, with the ability to provide materials that meet rigorous durability and cushioning standards for equine environments.
