About this opportunity
The Minnesota State Patrol (MSP), a division of the Department of Public Safety (DPS), is conducting a formal Request for Bid (RFB) to procure two specific Bell Helicopter components for one of its operational helicopters. The precise components required are the Upper Plate Assembly (Part No. 406-010-115-127) and the Lower Plate Assembly (Part No. 406-010-115-125), with strict specifications that do not allow for any approved equal substitutes. The procurement is specific to Ramsey County and the City of St. Paul, and will be executed through the SWIFT Supplier Portal, with all electronic submissions due by April 22, 2024, at 4:00 PM Central Time. Evaluation criteria will focus on identifying the lowest responsive bidder who meets all specified component requirements and contract terms. The desired delivery date for these components is May 1, 2024, with a contract term anticipated to run from May 1, 2024, to May 31, 2024, and potential extension options for an additional twelve months. Bidders must submit their responses electronically and are required to follow precise submission guidelines, including registering in the SWIFT system and completing all necessary documentation.
The solicitation includes several set-aside and preference provisions for diverse business types, specifically targeting veteran-owned businesses, economically disadvantaged businesses, and other targeted group businesses. The Office of Equity in Procurement may contact uncertified bidders claiming small business status to verify their qualifications under the State's Small Business Procurement Program. The estimated total contract value ranges from $15,000 to $20,000 for the one-year period, with the State reserving the right to award items separately or in grouped configurations based on what is most advantageous. Suppliers must be registered in the SWIFT system, with those registered only as bidders required to upgrade their registration to supplier status before potential award. Pricing must be entered directly into the SWIFT system at the unit line level, and bidders are expected to submit supporting documentation such as catalogs or price lists. Prompt payment discounts and veteran-owned business preferences are additional considerations in the evaluation process.
