About this opportunity
The Florida Department of Health's Miami-Dade County Health Department (DOH, Miami-Dade CHD) is seeking to procure a Clinical Quality Management program from the Behavioral Science Research Corporation (BSR) through a single-source procurement. This procurement is mandated by the Ryan White HIV/AIDS Treatment Modernization Act of 2006 and focuses on coordinating HIV/AIDS service activities. The primary objectives include assessing the alignment of HIV health services with the latest Public Health Service guidelines, developing strategies to improve service access and quality, and providing comprehensive support to the Miami-Dade HIV/AIDS Partnership's prevention committee. BSR will be responsible for critical tasks such as coordinating meeting logistics, scheduling, preparing agendas, securing meeting rooms, managing public notifications, acquiring supplies, and preparing materials for various partnership meetings. The procurement follows Chapter 60A-1.045 of the Florida Administrative Code, with the solicitation posted on May 6, 2025, and proposals due by May 27, 2025. The contract term is one year, with BSR expected to leverage its extensive institutional knowledge and continuous service to the Ryan White Program since 2005.
The procurement appears to be a non-competitive, single-source selection specifically targeting Behavioral Science Research Corporation, with no explicit mentions of set-aside designations or restrictions for disadvantaged enterprises. BSR is identified as the sole organization authorized to perform these tasks through a contract awarded by the Miami-Dade Board of County Commissioners (BOCC). The contract value is precisely $28,715.00 for the one-year term, with no indication of potential contract extensions or additional funding opportunities. There are no specific details provided about integration requirements with existing infrastructure or technology. The selection is based on BSR's unique qualifications, including their long-standing relationship with the Ryan White Program and their specialized knowledge of HIV/AIDS service coordination. No alternative vendors or competitive bidding process is mentioned in the documentation, emphasizing the sole-source nature of this procurement.
