About this opportunity

The Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health (SAMH), is issuing an Invitation to Negotiate (ITN) to procure a Managing Entity for behavioral health services in the Southeast Region, which encompasses Broward, Indian River, Martin, Okeechobee, Palm Beach, and St. Lucie Counties. The selected organization will be responsible for planning, coordinating, and contracting for substance abuse and mental health services through a comprehensive behavioral health system of care using subcontracted network service providers. Key deliverables include developing an annual business operations plan, establishing a network of qualified providers, implementing care coordination strategies, conducting quality assurance monitoring, and collecting and reporting performance data. Mandatory qualifications include being a not-for-profit, community-based organization with competence in managing behavioral health services and obtaining accreditation from either the Council on Accreditation (COA) or Commission on Accreditation of Rehabilitation Facilities (CARF). The procurement timeline includes a reply due date of February 14, 2024, with a public reply opening on February 15, 2024, and an anticipated contract award posting on December 11, 2024, with a contract effective date of July 1, 2025.

The solicitation encourages participation from Woman-owned, Veteran-owned, and Minority-owned Small Businesses. Vendors have the flexibility to propose alternative regional groupings, provided they include a justification for how the modified service area would best serve the state's interests. While no specific incumbent vendor is mentioned, the contract will be funded through a combination of State funds, Federal Block Grants, and Federal Discretionary Project Grants, subject to annual legislative appropriation. The contract term is five years with potential renewal options, and organizations will be compensated through recurring federal and state funds, including any nonrecurring funds appropriated to the service area each fiscal year. Although specific funding amounts are not detailed, the Managing Entity will be required to maximize utilization of available financial resources and comply with local match requirements and third-party billing requirements. The contract allows for potential performance incentives based on achieving specified targets and requires maintaining comprehensive insurance coverage, including general liability of $300,000 per occurrence with a $1,000,000 annual aggregate minimum.
