About this opportunity

The Virginia Department of Forensic Science is soliciting bids through an eVA Quick Quote for one Beckman Coulter Avanti J-15R refrigerated benchtop centrifuge with white glove installation, with bids due October 30, 2026. The specification states that no equivalent products will be accepted, so this is a sole-source requirement for the exact model and configuration. Award goes first to a DSBSD-certified micro business if the bid does not exceed $10,000, then to a DSBSD-certified small business if the bid does not exceed $100,000, and otherwise to the lowest responsive and responsible bidder of any size.

The configuration includes a BioCertified JS-4.750 swinging bucket rotor with 4,750 mL capacity, four 13 mm tube adapters, and four 16 mm tube adapters. White glove delivery and installation are included. Bucket covers and tubes or bottles are excluded and may be ordered separately. Operations and maintenance manuals with wiring diagrams and parts lists are required, along with a 12-month warranty against defects in materials and workmanship. The contractor must perform all work to the eVA electronic catalog specifications and is responsible for subcontractor work and for repairing any damage to existing utilities, equipment, or surfaces.

Pricing must be all-inclusive of installation, freight, assembly, and site preparation, with no extra charges permitted. Pricing is FOB Destination to 830 Southampton Ave, Suite 400, Norfolk, VA 23510, with shipping and handling included. The posting lists Alexandria City and Nathalie CDP as jurisdictions. The Department of Forensic Science may place additional orders within 90 days of award at the original unit price, up to 100 percent of the originally stated quantity. Bids remain valid for 120 days, and the award results in one purchase order through eVA. The eVA transaction fee is one percent, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses. The Commonwealth may reject bids and determine fair and reasonable pricing in its sole discretion.
