About this opportunity

The Beaverton Urban Redevelopment Agency (BURA), the tax increment financing agency for the City of Beaverton, Oregon, is requesting proposals under RFP #27-017 for strategic consulting and commercial real estate brokerage services supporting its Beaverdam Sites solicitation, with proposals due November 19, 2026 at 2:00 p.m. through the procurement portal. BURA is not imposing a set-aside. Its COBID commitment operates as an evaluation factor under an aspirational goal of 15 percent participation.

The successful firm will market the 5.5-acre transit-oriented, mixed-use property in downtown Beaverton nationally, assist in securing qualified developers, and support developer review and selection for a public-private partnership. Work runs through an exclusive negotiation agreement, a disposition and development agreement, and property sale, which may occur in phases (up to 2 likely). Key deliverables include pre-solicitation services (site analysis and market positioning), solicitation marketing and outreach, and post-solicitation services (financial review, proposal evaluation, developer selection, and agreement execution). Required proposal content covers firm qualifications, experience with similar public-private partnerships, marketing and disposition strategy, key personnel, and at least three references, within a 15-page limit excluding cover page and resumes.

Proposers must submit a commission percentage or total compensation structure with stated assumptions and may propose phased development compensation. The RFP does not state a contract value. The contract runs February 1, 2027 through August 1, 2028, with BURA holding the option to renew for up to additional one-year terms. The draft personal services contract requires the contractor to maintain a City of Beaverton business license and COBID certification throughout the term, unless exempt due to employee growth or revenue increases. It also requires commercial general liability insurance of at least $2 million per occurrence and automobile liability of at least $1 million combined single limit.

Evaluation weights are project approach and understanding (30 percent), relevant experience (22 percent), contract price (22 percent), knowledge and experience of the project team (21 percent), and COBID program participation (5 percent). COBID points are awarded for certification status (4 points if certified), experience with COBID enterprises (1 point), dollars spent with COBID enterprises (2 points), planned COBID participation actions (3 points), and stated participation goals (2 points). No public opening will occur, and proposals will remain unavailable for public inspection until the Notice of Intent to Award is issued. Proposals must remain valid for at least 180 days from the submission deadline. BURA's Contract Review Board expects to award by January 26, 2027, with services commencing February 1, 2027. BURA expects to release the development solicitation in Spring 2027.

Opportunity text

The Beaverdam Sites are 5.5 acres of transit-oriented redevelopment land in downtown Beaverton, owned by the Beaverton Urban Redevelopment Agency ("BURA"), the tax increment financing agency for the City of Beaverton, Oregon. This crown-jewel redevelopment property is envisioned as a high-density, mixed-use project that will serve as a key catalyst for our well-underway downtown revitalization efforts. The site benefits from proximity to light rail (Tri-Met MAX) and bus transit, established retail, a hotel, a parking garage, and The Patricia Reser Center for the Arts - a 550-seat performing arts center nearby - as well as a short distance to Beaverton's acclaimed restaurant row. BURA is seeking to engage strategic consulting and brokerage services to assist in its development solicitation process, marketing, and potentially developer review and selection this winter/spring, to achieve national developer marketing outreach and ensure a strong pool of potential developers responds. The successful firm will be an experienced consulting and brokerage firm with a national reach, actively marketing and assisting in securing qualified developers to enter into a public-private partnership for the development of the sites, seeking to enter an exclusive negotiation agreement with BURA, culminating in a disposition and development agreement and sale of the property, which may or may not occur in phases (up to 2 likely). Community input was gathered through surveys, meetings, and focus groups, and recommendations were documented in the BURA Board-approved BURA Portfolio Redevelopment Strategy (adopted July 2023). Recommendations included creating flexible office spaces, improving access and connectivity, including new north/south roads, and attracting office tenants among this mix of uses sought. BURA expects to release a development solicitation in Spring 2027.
