The Oregon Department of Fish and Wildlife (ODFW) is seeking a contractor to develop a comprehensive Beaver Habitat Management Guidance document through RFP #S-63500-00012140. The primary objective is to create a 20-30 page scientific resource that holistically describes beaver habitat and guides strategic, process-based floodplain, riparian, and wetland enhancement actions. Key deliverables include conducting 3-5 expert interviews, drafting a guidance document with accessible language and scientific illustrations, and integrating technical review comments from an internal committee and subject matter experts. The contractor must submit a draft document by May 1, 2025, with a final version due by June 1, 2025. Evaluation criteria will assess Understanding of Requested Services (25 points), General Qualifications/Demonstration of Expertise (25 points), References and Writing Samples (20 points), and Cost (30 points), totaling 100 possible points. A pre-offer conference is scheduled for January 7, 2025, from 10:00-11:00 AM via Microsoft Teams, with questions due by January 10, 2024, at 3:00 PM. Proposals are due January 17, 2025, by 2:00 PM, with an anticipated Notice of Award date of January 28, 2025.
The RFP encourages participation from small businesses certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. While multiple contract awards are not permitted, subcontracting is allowed. The budget range for this personal services contract is $50,000-$60,000, with payment based on hourly rates and unit costs for specific deliverables. Preliminary evaluation results indicate that Cafferata Consulting LLC received the highest total evaluation score of 195.01 and ranking of 65.00, followed by Compass EcoSpatial LLC with a score of 179.73 and ranking of 59.91. Vendors must complete all required attachments, including reference checks, responsibility inquiries, and a disadvantaged business outreach plan.
