About this opportunity
Beaver County, Pennsylvania is requesting bids on rental and services of reflective uniforms (shirts, pants, and jackets with reflective striping) for garage maintenance personnel, with bids due September 10, 2026. This is an Invitation for Bids subject to Pennsylvania's enhanced minimum wage requirements, which establish a baseline of $15.00 per hour (indexed annually to the Consumer Price Index) for employees directly performing contracted services or spending at least 20 percent of time on ancillary services. All contractors must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws, including wage, prevailing wage, and child labor provisions via the Worker Protection and Investment Certification Form (BOP-2201 EO 2021-06). Contractors must also submit an Anti-Sweatshop Clause certification with a complete list of all proposed manufacturing and laundering facilities, including subcontractors, with full business information — failure to submit within two business days of Department of General Services notification results in bid rejection.
The scope encompasses reflective uniform rental, cleaning, maintenance, and replacement services for Beaver County's designated maintenance personnel. Uniforms must meet applicable safety standards and reflective striping requirements. The vendor assumes inventory management responsibility, ensuring adequate stock and timely delivery of clean uniforms to designated county facilities.
Bids must be submitted electronically through the Commonwealth's SRM (Supplier Relationship Management) system with no pre-bid conference scheduled. Questions may be submitted in writing to the issuing officer, with responses posted as addenda on the eMarketplace website. The Commonwealth will award to the lowest responsive and responsible bidder and reserves the right to award by line item or total bid basis. The contract term begins upon issuance of a fully executed Purchase Order and includes the right to mutual renewal for up to zero additional years with written notice at least 90 days prior to expiration. If the contract value reaches $1 million or more, vendors must complete an Iran Free Procurement Certification Form. The contract is firm, fixed-price with pricing from the successful bidder's submission. All contractors must register in the Commonwealth's Vendor Master file, submit ACH payment information within 10 days of award, and maintain a one-year warranty on all items.
