About this opportunity
The State of Utah Division of Purchasing, procuring on behalf of Wildlife Resources, is requesting bids on brush mowing and chemical application services on 235 acres of private land near Panguitch, Utah under IFB BD27-110, with bids due October 2, 2026.
The contractor must remove brush using a wet blade mowing system and apply herbicide (Tordon 22K or equivalent at 2 quarts per acre) in a single treatment across the full 235-acre area. The project site is located approximately 10 miles west of Panguitch at elevations of 7,500 to 8,000 feet. Work must be completed by April 15, 2027, though the State strongly prefers completion before winter; the State retains the right to issue a winter stoppage order due to frozen soil or adverse conditions, with options to either cancel the remaining contract portion or resume in spring. A pre-work conference will be held at the project site requiring at least seven days' notice from the contractor of arrival date.
The contractor must hold a current Commercial Pesticide Applicator license from the State of Utah and provide skid steer-mounted wet mower specifications (make, model, horsepower). The contractor furnishes all labor, equipment, supervision, transportation, operating supplies, culinary water, and mixing equipment. No fuel surcharges or price adjustments are permitted; pricing is guaranteed through project completion.
Award will be made to the lowest responsive and responsible bidder based on per-acre pricing. Payment consists of one lump-sum final payment based on actual acres completed following final inspection, though partial payments may be approved with prior written authorization. Minor change orders up to 10 percent of the original acreage will be priced at the original per-acre bid rate; major change orders may result in price adjustments subject to State approval.
No mandatory site visit will be held, but bidders are strongly encouraged to inspect the site at their own discretion. Failure to inspect does not constitute grounds for post-award claims. Geospatial files (shapefile, KML) are available through the Bonfire procurement platform. Contract performance will be evaluated using a weighted scoring system across quality, timeliness, and contract management; vendors must maintain a minimum average score of 60 to remain on the Rangeland Pre-Qualification list.
