About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, issued IFB BD27-101 on September 1, 2026, to remove 4,244 linear feet of existing fencing and reconstruct equivalent new fencing for habitat protection at Little Hole on the North side of Diamond Mountain in Daggett County, with bids due September 10, 2026, and work completion required by November 30, 2026.

No mandatory site visit is held prior to bidding; however, potential bidders are strongly encouraged to inspect the site independently to assess general and local conditions affecting contract performance costs. Failure to inspect does not constitute grounds for claims after award.

The scope encompasses removal of 4,244 feet of existing barbed wire and wood-braced fencing along the Green River corridor, followed by reconstruction using welded drill pipe and succor rod (except for a 120-foot section across Gorge Creek using t-post and wire fencing) and installation of 375 feet of new pipe fencing around the Davenport Recreation site. The contractor must furnish three 16-foot Powder River gates, all labor, equipment, supervision, transportation, and operating supplies, including a minimum four-person crew with competent operators and hydraulic post-pounding equipment. Payment is made in one lump sum upon completion and GPS/GIS inspection. The contractor bears full liability for fires, hazardous-materials disposal costs, environmental remediation, and restoration of damaged access roads.

The contract term runs September 15 through November 30, 2026, with work commencing within seven calendar days of notice to proceed. Vendors must guarantee pricing for the contract duration with no fuel surcharges or price adjustments unless approved by the Director of the Division of Purchasing with at least thirty days' notice and supporting market analysis. All bids must comply with Utah Code anti-boycott and forced-labor provisions. Award is anticipated to the lowest cost responsive and responsible vendor. Six bids were received, with Brown Outdoor Builds Custom Fence Co. submitting the lowest total cost at $65,739.56 ($0.99 per foot for removal; $14.50 per foot for reconstruction).
