About this opportunity

The State of Utah Division of Purchasing, in conjunction with the Wildlife Resources division and the Bureau of Land Management's Green River District-Price Field Office, is soliciting competitive bids through an Invitation for Bid (IFB) for Cut & Pile services in the Clarks Valley area near Price, Utah. The procurement seeks to contract with a prequalified vendor to cut and pile existing slash from Pinyon and Juniper trees across 578.2 acres using hand crews equipped with chainsaws for wildlife habitat improvement and hazardous fuels reduction. The contractor must furnish all labor, equipment (including chainsaws, brush saws, hand tools, GPS units or smartphones with mapping applications, UTVs/ATVs, and transportation), materials, and safety equipment, with the government providing maps and shapefiles for boundary identification. Pricing will be established on a per-acre basis, with the submitted per-acre price extended across the 578.2 acres to determine the total project price; the per-acre bid must include all labor, equipment, materials, mobilization costs, and operating expenses with no fuel surcharges or adjustments negotiable. The project performance period runs from August 1, 2026, through December 1, 2026, with completion mandatory by December 1, 2026, and payment will be made as a lump-sum final payment for actual completed acres following final inspection. The bid due date is May 13, 2026, and all questions must be submitted through the U3P platform during the designated question and answer period. The contract will be awarded to the lowest responsive and responsible vendor based on cost competitiveness, and the selected contractor must guarantee pricing through project completion; the government reserves the right to inspect work quality and require rework of deficient areas, with contract modifications of up to 10 percent of the original acreage permitted through minor change orders at the original per-acre bid price.

Participation in this solicitation is strictly limited to prequalified contractors currently on the State of Utah's Pre-approved/Pre-qualified Vendor list for rangeland cut and pile services; vendors not on this list are explicitly prohibited from submitting bids, and no mandatory site visit will be held prior to bidding, though potential bidders are strongly encouraged to inspect the site independently to assess conditions affecting performance costs. To maintain eligibility on the Rangeland Pre-Qualification list, contractors must achieve and sustain a minimum average performance score of 60 points based on a weighted evaluation criteria assessing Quality of Product or Service (8x multiplier), Timeliness of Performance (8x multiplier), and Contract Management (4x multiplier), with failure to meet this threshold resulting in removal from the prequalified vendor list, though removed vendors may reapply at future open requests for solicitation of qualifications. Vendors must certify compliance with Utah Code Annotated 63G-6a and Administrative Code R33, are prohibited from economic boycotts or boycotts of the State of Israel, and must certify they are not providing forced labor products or technology from restricted foreign entities; additionally, the State reserves the right to conduct background checks on vendor personnel with access to secure facilities or sensitive data. No specific award value or budget range is disclosed in the solicitation documents, as pricing will be determined competitively through the bidding process based on per-acre cost submissions. No incumbent vendors or current contractors are identified in the available documentation, and no set-aside designations for disadvantaged enterprises are noted in the procurement materials.
