About this opportunity

The State of Utah Division of Wildlife Resources, in conjunction with the Richfield Field Office Bureau of Land Management, is conducting a qualifications-based selection process (Request for Statement of Qualifications) under Utah Procurement Code 63G-6a Part 15 to procure design and construction services for the Durkee Springs Channel Zeedyk Structures project. The primary objective is to design and construct 25 to 30 in-channel stabilization structures using Zeedyke techniques—low-profile, hand-built treatments constructed from rock or wood—within a 3.5-acre wetland area on Monroe Mountain in Piute County, central Utah. Deliverables include development of a comprehensive restoration plan, construction of specified structures including One Rock Dams, Rock Laybacks, Zuni Bowls, and Rock Runaways, and documentation of as-built conditions, all utilizing exclusively hand labor and hand tools with only vehicles with trailers and UTVs permitted for material delivery. Qualified contractors must demonstrate prior successful completion of at least one similar zeedyke structure installation project and provide a minimum of two professional references (preferably three) verifying relevant experience and satisfactory performance. The contract period runs from April 20, 2026, through June 15, 2026, with work required to commence within seven calendar days of notice to proceed, though work is contingent upon acceptable soil and weather conditions and is prohibited during snow, frozen ground conditions, or when soil exceeds 15 percent moisture content. The Request for Statement of Qualifications closes on April 23, 2026, and submissions must be made through the U3P portal without pricing information, as compensation will be negotiated following the highest-ranked vendor's selection to ensure fair and reasonable terms. No mandatory site visit will be held, though potential bidders are strongly encouraged to conduct independent site inspections to understand project requirements and local conditions affecting costs.

The procurement documents do not specify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. Contractors are responsible for furnishing all equipment and materials necessary for project completion, including sourcing and delivering granitic angular rock from local quarries, and must assume all mobilization, operating costs, quality control, and environmental compliance responsibilities, including restoration of any damaged access roads to their original condition. The contract will be awarded on an overall project lump-sum basis with final payment upon completion and inspection, with no fuel surcharges or adjustments permitted. The specific award value or budget range has not been disclosed in the solicitation materials, as pricing information is explicitly prohibited during the qualifications submission phase and will be determined through post-award negotiations with the highest-ranked vendor. If fair and reasonable compensation, contract requirements, and contract documents cannot be agreed upon with the highest-ranked vendor, the State reserves the right to proceed with negotiations with the next highest-ranked vendor. All vendors must acknowledge receipt of solicitation documents, certify compliance with anti-boycott provisions and restrictions on forced labor and restricted foreign entities, and submit responses in Microsoft Word format with any requested exceptions to standard terms and conditions clearly marked with redline edits.
