About this opportunity

The State of Utah Division of Purchasing, on behalf of the Department of Natural Resources, is conducting an Invitation for Bids (IFB) for the removal of 3,600 linear feet of existing perimeter fence and installation of approximately 5,120 linear feet of new security perimeter fence at the San Rafael Energy Lab in Orangeville, Utah. The project scope includes installation of 8-foot-tall galvanized steel chain-link fencing with razor wire topping, galvanized steel posts spaced 10 feet apart, corner bracing in both directions, and a new 40-foot-wide automated gate with operators on a 40-acre property. Bidders must provide evidence of successfully completing at least three security fencing projects of similar scale and complexity within the last five years, with reference contacts for each project, and must submit cut sheets or manufacturer specifications with their proposals. The period of performance runs from February 15, 2026, through May 26, 2026, with bidding conducted on a linear foot basis and total pricing including all labor, materials, equipment, mobilization, and operating costs without fuel surcharges. A mandatory in-person site visit is required on February 10, 2026, at 10:00 a.m. at 800 North Coal Haul Road, Orangeville, Utah, and an authorized representative of each bidding entity must attend the entire site visit; late arrivals will result in bid disqualification. Proposals are due by February 12, 2026, with all questions submitted through the U3P system during the established question and answer period, and answers posted publicly.

The solicitation documents do not specify set-aside designations or restrictions limiting participation to disadvantaged or minority-owned enterprises, indicating this appears to be open competition. No incumbent vendors or current contractors are identified in the available documentation. The contractor must designate an English-literate on-site supervisor, be responsible for land clearing and leveling, maintain equipment security, and provide quality control, with the State retaining daily oversight for schedule and budget compliance but bearing no responsibility for work performed once construction begins. Vendors must certify compliance with all procurement provisions, including non-engagement in economic boycotts or boycotts of Israel, and comply with forced labor prohibitions; any bids containing exceptions, modifications, or additional terms and conditions will be rejected, and Standard Terms and Conditions are non-negotiable. No specific budget range or award value is provided in the available documentation; however, the scope encompasses approximately 8,720 total linear feet of fencing work plus gate installation and site preparation. Prospective bidders should be prepared to travel off-road through rough terrain requiring high-clearance or four-wheel-drive vehicles to view the project site.
