About this opportunity

The State of Utah Division of Purchasing, through the Division of Wildlife Resources, is seeking to procure three SD4 Solar-Direct aerators for the Pariette Wetlands, with delivery specified to Myton, Utah by March 31st, 2026. This Invitation for Bid (IFB) is targeting a single contract award to the lowest cost responsive and responsible vendor. The procurement requires vendors to provide solar-powered aerators that meet specific technical specifications, with vendors strongly encouraged to independently inspect the project site to understand local conditions that might impact contract performance. The bid submission must be completed through the U3P online portal, with a closing date of January 23rd, 2026. Evaluation criteria will focus on vendor responsiveness, responsibility, and overall lowest cost, with the State reserving the right to conduct discussions with potentially suitable vendors and request best and final offers. Vendors must certify compliance with anti-boycott provisions, forced labor restrictions, and state procurement code requirements.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The contract is anticipated to result in a single award, with pricing guaranteed for the period stated in the solicitation and any price adjustments requiring at least thirty days' notice and supporting market analysis documentation. While no incumbent vendors were identified, the procurement emphasizes that award notifications do not constitute a binding contract, and only a fully executed purchase order or contract creates a contractual obligation. Vendors are prohibited from commencing work or procuring materials until receiving an executed contract. The procurement does not specify a precise budget range, but the focus is on acquiring three specific solar-powered aerators for the Pariette Wetlands project. The contract term is relatively short, extending from the time of award until product delivery before the March 31st, 2026 deadline.
