About this opportunity
The State of Utah's Division of Purchasing, in conjunction with the Department of Natural Resources - Division of Wildlife Resources, is soliciting bids for a wildlife habitat improvement project designated as BD26-28 South Canyon Big Flat Mastication. The procurement seeks a prequalified contractor to mechanically remove and shred standing live and dead Pinyon and Juniper trees and saplings across 605 acres near Panguitch, Utah, using a wheeled or tracked mechanical mulching/shredder (Bullhog). The project requires contractors to utilize equipment capable of working on slopes up to 35%, with specific requirements for mulching depth, site restoration, and equipment cleaning. Bidders must submit comprehensive equipment specifications and will be evaluated based on being the lowest responsive and responsible vendor. The contract performance period is from October 1st, 2025, to March 15th, 2026, with a bid submission deadline of September 30th, 2025. While a mandatory site visit is not scheduled, potential bidders are strongly encouraged to inspect the project site to understand local conditions that might affect contract performance.
Participation in this solicitation is strictly limited to contractors on the current Pre-approved/Pre-qualified Vendor list, with no specific set-aside designations for disadvantaged enterprises mentioned. The contract will be awarded as a single contract with payment structured as a lump-sum final payment based on the actual number of acres completed, following a final inspection. No incumbent vendors are identified in the documentation, and no specific budget range is explicitly stated. Contractors must guarantee their pricing through project completion and will be subject to a comprehensive performance evaluation that assesses quality of service, timeliness of performance, and contract management, with scores potentially impacting future pre-qualification status. The project involves multiple land jurisdictions, including 557 acres of Bureau of Land Management land, 48 acres of private land, and additional areas potentially owned by the US Forest Service and State Wildlife Reserve. Successful vendors must adhere to environmental considerations, including proper disposal of materials, hazardous material handling, and protection of cultural and historical resources.
