About this opportunity
The State of Utah Division of Purchasing, in collaboration with the Utah Department of Natural Resources' Geological Survey, is seeking a vendor to install ten groundwater monitoring wells near Randolph, Utah. Specifically, the Request for Quotes (RFQ) BD26-24 solicits a contractor to construct five wells at two different sites, with each well ranging 5-20 feet in depth. The project requires a vendor with a valid Utah Driller's License who can utilize track-mounted drilling equipment capable of direct push or rotary drilling through unconsolidated gravel and cobbles. Mandatory technical requirements include installing 1.0-inch diameter PVC casing with 1-2 foot prepack screens, positioning wells 10-45 feet from stream banks, and coordinating with an on-site geologist to ensure design specifications are met. Deliverables include successful well installation, sediment core collection, documentation of field modifications, and a comprehensive final report detailing installation methods and observations. The solicitation was posted on September 19, 2025, with quotes due by September 26, 2025, and will be evaluated based on responsiveness and compliance with Utah Procurement Code criteria.
The RFQ does not explicitly indicate specific set-aside designations or restrictions for disadvantaged business enterprises. Multiple or alternate quotes will not be accepted, with the state reserving the right to solicit additional quotes via email, phone, or other permitted methods. Vendors must comply with vendor prerequisites, including certification of non-engagement in economic boycotts and adherence to technology service requirements. While a specific budget range is not disclosed, the procurement is structured as a lowest-cost selection process. The contract will be awarded to the responsive and responsible vendor submitting the most economically advantageous quote. Potential vendors must be prepared to potentially undergo interviews, presentations, and background checks as part of the evaluation process, and must guarantee pricing for a specified period while maintaining transparency about cost structures.
