About this opportunity

The University of Maryland, Baltimore County is requesting proposals for a comprehensive campus card software solution under RFP BC-21497-B, with the technical proposal deadline extended to March 5, 2026 at 11:59 p.m. Eastern Time via Addendum 2. The MBE participation goal is 10% and applies only to proposals that include hardware components; software-only solutions are exempt from MBE requirements.

The scope encompasses a SaaS solution or integrated software platform managing card production, cardholder accounts, access controls, point-of-sale transactions, online deposit functionality, and attendance tracking. The solution must integrate via API with PeopleSoft, Oracle Micros Simphony, Instant ID card production software, Lenel OnGuard access control, Grubhub Campus, Pharos printing management, StarRez residence life management, Ex Libris Alma library system, Blackboard, and UMBC's existing Identity Management System. Campus infrastructure includes 49 POS terminals plus 2 sidecar terminals across 23 dining venues, 8 kitchen display systems, 14 kitchen printers, and 10 barcode scanners; three commercial-grade ID card printers, five kiosk terminals, thirty transit vehicle readers, and associated card readers and mobile devices must be operational at go-live. UMBC does not require replacement of access control hardware (door hardware). A SaaS solution with API integration is strongly preferred; replacement of the access control platform is acceptable but not required.

The contract is an indefinite delivery, indefinite quantity agreement with a five-year base period and two optional two-year renewal periods. Offerors must demonstrate at least five years of comparable experience with three references from organizations of similar size and scope, and evidence of financial stability. Required insurance is $2 million commercial general liability with UMBC as additional insured. Technical proposals are weighted more heavily than cost. Price proposals will be requested only from shortlisted firms after technical evaluation. A pre-proposal conference is scheduled for February 6, 2026 at 10:00 a.m. Questions were due February 13, 2026. Shortlisted offerors will be invited to oral presentations on April 14, 2026. All proposals must acknowledge receipt of addenda and complete required affidavits.
