About this opportunity

The University of Maryland, Baltimore County (UMBC) Department of Procurement & Strategic Sourcing is requesting proposals for a turnkey dishwasher installation solution, with price proposals due January 20, 2026 at 2:00 p.m. Eastern Time under RFP BC-21484-BC. A mandatory pre-proposal conference and site visit at True Grit's Dining Hall on December 19, 2025 at 9:30 a.m. is required for proposal acceptance. A 10 percent Minority Business Enterprise subcontracting goal applies.

The scope requires removal and disposal of an existing Champion EUCCW8 commercial dishwasher and installation of a new Champion EUCCW8 unit with specified options and accessories. All mechanical, electrical, and plumbing work, including 480v/3-phase electrical service (100-amp breaker for the machine, 30-amp breaker for the booster), HVAC connections, and removal of an existing basement booster heater with piping and duct capping, are the bidder's responsibility. All work must be completed between March 16–20, 2026 during designated windows of 8:00 a.m. to 8:00 p.m., Monday through Friday. The contract is firm fixed price with substantial completion March 20, 2026.

Minimum qualifications include at least five years of experience installing the specified dishwasher model or comparable commercial convey-type equipment, demonstration of financial stability through audited financial statements or Dun & Bradstreet reports, and compliance with University System of Maryland and State of Maryland procurement policies. The successful offeror must provide comprehensive warranty coverage for all equipment, materials, and workmanship for a minimum of two years from final acceptance, including on-site service within 48 hours of reported issues. Commercial general liability insurance of $2 million per occurrence and workers' compensation insurance with UMBC named as additional insured are required. A performance bond is required as detailed in Exhibit O. A $5,000 contract allowance for potential duct modifications has been established, with unused funds reverting to UMBC. Technical merit is prioritized over cost in evaluation. Questions are due January 5, 2026 at 10:00 a.m. Addendum 3 was issued January 16, 2026; bidders must acknowledge receipt of all three addenda with their response.
